Alliance appointed for Sizewell C construction

The three companies form the Civil Works Alliance (CWA), which will be responsible for delivering a broad scope of works, including the enabling works, marine and tunnelling operations, main civil works, and associated ancillary works.

Sizewell C, as Client Participant, said it will operate a Target Outturn Cost contract model to keep control of schedule and costs. It will also help to foster transparency, collaboration and efficiency.

The EDF-led plan is for Sizewell C to feature two EPRs producing 3.2 GW of electricity, enough to power the equivalent of around six million homes for at least 60 years. It would be a similar design to the two-unit plant being built at Hinkley Point C in Somerset, with the aim of building it more quickly and at lower cost as a result of the experience gained from what is the first new nuclear construction project in the UK for about three decades.

Balfour Beatty, Bouygues Travaux Publics and Laing O'Rourke are all currently working on the Hinkley Point C project and have played a key role in relaunching nuclear construction in the UK. As a near replica project, Sizewell C aims to gain from their experience, skills and delivery culture.

"Hinkley Point C has done the heroic work to restart our industry and is seeing big improvements between the construction of reactor unit 1 and unit 2. With our CWA partners, we will use replication and innovation to build on that progress and deliver Sizewell C more efficiently and with improved productivity."

Preliminary construction work at Sizewell C began in January 2024 and since then the project has achieved its early milestones on time and on budget.

Earlier this month, the UK government announced it was committing GBP14.2 billion (USD19.1 billion) towards the building of the Sizewell C plant. The announcement of the funding was seen as a prelude to a Final Investment Decision later this year.
