Indian prime minister Manmohan Singh has said that groups protesting the start-up of two new reactors at Kudankulam don't understand the energy situation in India and are based in foreign countries. 

India's commitment to nuclear energy remains strong as the country looks ahead to decades of sustained growth, New Delhi conference delegates have been told by leaders of the country's program. The Minister for Power, Sushil Kumar Shinde, said that among all energy sources, "Nuclear has several distinct advantages... It is greener than all other forms of power generation."

New rules published on 11 November have clarified the amounts that nuclear material and equipment suppliers may find themselves liable for in the case of a serious accident at an Indian nuclear power plant.
